Os desafios do cumprimento dos objetivos de desenvolvimento sustentável (ODS) na Guiné-Bissau: Uma análise ao objetivo 5

Abstract

O presente estudo visa analisar os principais desafios enfrentados pela Guiné-Bissau no cumprimento da Agenda 2030, com foco no ODS 5 - igualdade de género e empoderamento de mulheres e raparigas, objetivo que propõe a eliminação de todas as formas de discriminação contra mulheres e raparigas em todos os contextos. Esta pesquisa tem como objetivo compreender a situação atual da igualdade de género e do empoderamento feminino no país, identificando através de metodologia mista os principais obstáculos para a concretização do ODS 5. Para tal, optou-se por um estudo de caso sustentado consulta documental, assim como 10 entrevistas semiestruturadas com membros da comunidade académica (investigadores/as), especialistas em género, representantes de organizações da sociedade civil (OSC), consultores/as, ativistas e outros/as atores/as importantes na área de género e desenvolvimento. Os desafios identificados são considerados estruturais, abrangendo desde a falta de políticas eficazes, inaplicabilidade das leis existentes e de interesse por parte do Estado que favorece atores não estatais na agenda de género, passando por questões educacionais e normas sociais profundamente enraizadas.

This study aims to analyse the main challenges faced by Guinea-Bissau in fulfilling the 2030 Agenda, focusing on SDG 5 - gender equality and empowerment of women and girls, a goal that proposes the elimination of all forms of discrimination against women and girls in all contexts. This research aims to understand the current situation of gender equality and women's empowerment in the country, identifying through a mixed methodology the main obstacles to the achievement of SDG 5. To this end, a case study based on documentary consultation was chosen, as well as 10 semi-structured interviews with members of the academic community (researchers), gender experts, representatives of civil society organisations (CSO), consultants, activists and other important actors in the field of gender and development. The challenges identified are considered structural, ranging from the lack of effective policies, the inapplicability of existing laws and the lack of interest on the part of the state, which favours non-state actors in the gender agenda, to deeply rooted educational issues and social norms.
