| Abstract: | This paper explores how assessing and implementing the circular economy at the municipal level can serve as a catalyst for regenerative practices rooted in collective action and the responsible use of information technologies. Using the case study of Sintra, Portugal, it examines the potential of local data and digital tools to promote community engagement, resource mapping, and accountability among both public and private actors. The discussion highlights both opportunities and risks at the intersection of ecological transition, territorial equity, and participatory technologies. The circular economy is regarded not only as a strategy for resource efficiency but also as a pathway to local resilience and the sustainability of shared resources goods. |
