Ação humanitária: Uma nova forma de trabalhar

Abstract

Diante do agravamento das crises humanitárias e da ineficácia do sistema multilateral em alcançar os Objetivos de Desenvolvimento Sustentável (ODS) num ambiente de paz, reemergiu, a partir da Cimeira Humanitária de 2016 e da resolução da OCDE (2019), uma proposta para o setor através do Triplo Nexus e da Localização. A primeira propõe transcender as divisões entre Ação Humanitária, Desenvolvimento e Paz com a articulação de programas e de financiamentos e a segunda defende um maior protagonismo dos atores locais naquelas dinâmicas. Esta tese investiga os principais obstáculos e potencialidades para a implementação integrada dessas abordagens entre 2020 e 2024, procurando compreender as causas da difícil implementação dos compromissos assumidos. O estudo inova ao analisar o Triplo Nexus e a Localização de forma conjunta, dispondo a investigação em três variáveis analíticas: financeira, estrutural e operacional. Metodologicamente, combina análise documental de literatura especializada com entrevistas semiestruturadas a profissionais com experiência tanto em contextos locais como globais. A pesquisa abrange múltiplas crises humanitárias, explorando as respostas desenvolvidas por diferentes atores da cadeia de ajuda - doadores, organizações internacionais e nacionais, intergovernamentais e não governamentais - com especial atenção às relações de poder entre eles. Os resultados indicam que, embora haja reconhecido potencial na cooperação entre os setores e na valorização dos atores locais, a variável estrutural é o maior desafio a superar. A atual arquitetura do sistema humanitário, enraizada em dinâmicas hierárquicas e interesses geopolíticos, não favorece a implementação efetiva dos princípios da Cimeira. A tese conclui que, sem reformulações estruturais profundas, a nova forma de trabalhar corre o risco de permanecer apenas no plano discursivo.

Considering the worsening humanitarian crises and the ineffectiveness of the multilateral system in achieving the Sustainable Development Goals (SDGs) in a peaceful environment, a proposal for the sector has reemerged since the 2016 Humanitarian Summit and the OECD resolution (2019) through the Triple Nexus and Localization. The first proposes to transcend the divisions between Humanitarian Action, Development, and Peace by coordinating programs and funding, while the second advocates for a greater role of local actors in these dynamics. This thesis investigates the main obstacles and opportunities for the integrated implementation of these approaches between 2020 and 2024, seeking to understand the causes behind the difficult implementation of the commitments made. The study innovates by analysing the Triple Nexus and localization jointly, structuring the investigation around three analytical variables: financial, structural, and operational. Methodologically, it combines documentary analysis of specialized literature with semi-structured interviews with professionals experienced in both local and global contexts. The research covers multiple humanitarian crises, exploring the responses developed by different actors along the aid chain - donors, international and national organizations, intergovernmental and non-governmental - with special attention to the power relations among them. The results indicate that, although there is recognized potential in cooperation between sectors and in valuing local actors, the structural variable is the greatest challenge to be overcome. The current architecture of the humanitarian system, rooted in hierarchical dynamics and geopolitical interests, does not favour the effective implementation of the Summit’s principles. The thesis concludes that, without profound structural reforms, the new way of working risks remaining merely at the discursive level.
