Como se comunica com uma geração de jovens eleitores altamente digital? Como se conquista estes eleitores? Estas perguntas, que representam um desafio para a política a nível nacional e global, não têm respostas diretas e são complexas, mas também são importantes para os tempos que se vivem. A presente dissertação procura compreender os temas abordados e as estratégias de comunicação política adotadas pelos partidos Bloco de Esquerda e Iniciativa Liberal, direcionadas ao eleitorado jovem, na campanha das eleições legislativas de 2024, almejando em simultâneo perceber a adaptação das mensagens dos partidos às redes sociais Instagram e TikTok e a forma como estas se relacionam com os posicionamentos e ideologias dos partidos. O estudo alicerça-se numa metodologia qualitativa, com base em dois casos de estudo, através da realização de entrevistas com o responsável da comunicação do Bloco de Esquerda e o assessor de imprensa da Iniciativa Liberal e da análise temática das redes sociais Instagram e TikTok dos partidos Bloco de Esquerda e Iniciativa Liberal. As entrevistas permitiram perceber o racional e a estratégia em volta da comunicação online e a análise temática possibilitou o estudo dos temas e a aplicação das estratégias. Esta investigação demonstra que os partidos procuram comunicar sobre temas que, internamente, acreditam ser preocupações ou focos de interesse dos eleitores jovens, comunicando sobre eles de forma constante e coerente em relação aos seus ideais e posicionamentos e adaptando a mensagem a este grupo.; What can be communicated to a generation of young voters who are not very interested in voting? How can we communicate with a generation of young voters who are highly digitally active? How can these voters be conquered? These questions, which represent a challenge for politics at national and global level, have no straightforward answers and are complex, but they are also important in the current political climate. This dissertation seeks to understand the issues addressed and the political communication strategies adopted by the Left Bloc and Liberal Initiative parties, aimed at young voters, in the 2024 legislative election campaign, while also seeking to understand how the parties' messages are adapted to the social media channels Instagram and TikTok and how these relate to the parties' positions and ideologies. The study is based on a qualitative methodology, based on two case studies, through interviews with the communications manager of the Left Bloc and the press officer of the Liberal Initiative, and thematic analysis of the parties' Instagram and TikTok social media accounts. The interviews provided insight into the rationale and strategy behind online communication, and the thematic analysis enabled the study of themes and the application of strategies. This research shows that parties seek to communicate on issues that they believe to be of concern or interest to young people, communicating about them consistently and coherently in relation to their ideals and positions and adapting their message to this group. Partindo da constatação de que os jovens enfrentam crescentes dificuldades no acesso à habitação, decorrentes da inflação das rendas, da precariedade laboral e da insuficiência da oferta habitacional, o estudo procura compreender em que medida o programa responde a estas barreiras estruturais. A investigação adota uma abordagem quantitativa, descritivo-analítica e longitudinal, recorrendo a dados oficiais do Instituto da Habitação e da Reabilitação Urbana (IHRU) e a estatísticas nacionais e europeias, tratados através de procedimentos automatizados que permitiram construir uma base de dados a nível distrital. Os resultados revelam a existência de dois ciclos distintos: um primeiro, até 2017, marcado por oscilações, níveis moderados de aprovação e fortes desigualdades territoriais; e um segundo, a partir de 2022, caracterizado por um aumento expressivo das aprovações, reforço da dotação orçamental afeta ao programa e redução das assimetrias territoriais. Contudo, apesar das melhorias registadas, subsistem limitações estruturais. O programa revela dificuldades em assegurar percursos habitacionais estáveis após o termo do apoio. Conclui-se que o Porta 65 – Jovem, embora relevante e estruturante, funciona sobretudo como medida compensatória face ao aumento das rendas, carecendo de articulação com políticas que intervenham na oferta habitacional e assegurem a continuidade das soluções de arrendamento acessível.; This master’s dissertation analyses the “Porta 65 – Jovem” Programme, the main public instrument supporting young people renting in Portugal, assessing its evolution, territorial distribution and contribution to residential autonomy between 2011 and 2024. Based on the observation that young people face increasing difficulties in accessing housing, due to rent inflation, job insecurity and insufficient housing supply, the study seeks to understand the extent to which the programme responds to these structural barriers. The research adopts a quantitative, descriptive-analytical and longitudinal approach, using official data from the Institute for Housing and Urban Rehabilitation (IHRU) and national and European statistics, processed through automated procedures that enabled the construction of a district-level database. The results reveal the existence of two distinct cycles: the first, until 2017, marked by fluctuations, moderate levels of approval and strong territorial inequalities; and the second, from 2022 onwards, characterised by a significant increase in approvals, a reinforcement of the budget allocation for the programme and a reduction in territorial asymmetries. However, despite the improvements, structural limitations remain. The programme reveals difficulties in ensuring stable housing pathways after the end of support. It is concluded that “Porta 65 –Jovem”, although relevant and structural, functions primarily as a compensatory measure in the face of rising rents, lacking coordination with policies that intervene in housing supply and ensure the continuity of affordable rental solutions. Objetiva-se como fundo para o investimento, o investimento no mercado imobiliário e, principalmente, a sua relação com o investimento estrangeiro, nomeadamente os Golden Visa. O objetivo principal é identificar os entraves jurídicos e administrativos ao Investimento Estrangeiro Direto (IDE) e propor medidas de simplificação e harmonização normativa. Metodologicamente, adota-se uma abordagem descritiva e analítica, com base em fontes legislativas, doutrinárias e comparadas, observando o princípio da segurança jurídica e o equilíbrio entre interesse público e iniciativa privada.; This dissertation analyses the legal regime governing foreign investment in Portugal, seeking to understand its historical evolution, the current legal framework and its relationship with European and international regimes. It focuses on investment in the property market and, in particular, its relationship with foreign investment, namely Golden Visas. The main objective is to identify the legal and administrative barriers to Foreign Direct Investment (FDI) and propose measures for simplification and regulatory harmonisation. Esta tese divide-se em dois tomos. O Tomo I apresenta o enquadramento teórico deste mesmo tema, apresentado em diferentes capítulos: a História de Monsanto, cartografia como linha cronológica e mapas que definem vários temas do Parque. O Tomo II é o desenvolvimento do projeto individual que se encontrana zona de Algés, situada na margem ocidental do rio Tejo, tendo como tema central a descontinuidade territorial existente nesta área. Em particular, aborda-se o impacto da implantação da Circular Regional Interior de Lisboa, que cria uma barreira física e visual entre a malha urbana consolidada de Algés e o Parque Florestal de Monsanto. Para contextualizar esta problemática, foi realizada uma análise histórica, que permite compreender a evolução do território e da malha urbana desde os seus primórdios até à configuração atual, marcada pela expansão metropolitana e pelo desenvolvimento das infraestruturas. Esta leitura fundamenta a intervenção, revelando os fatores que moldaram a fragmentação existente. A proposta parte da leitura da topografia como um dos fatores determinantes do projeto, procurando responder às acentuadas diferenças de cota que caracterizam este território. A intervenção desenvolve-se através de volumes que se articulam entre si, criando percursos e espaços públicos que restabelecem a continuidade entre Algés, Monsanto e ainda se articulam com o Restelo. Mais do que ultrapassar uma barreira física, o projeto procura transformar essa condição em oportunidade, criando uma nova relação entre a cidade e a paisagem natural.; The project is based on the research and development of the theme of the Monsanto Forest Park. This thesis is divided into two volumes. Volume I presents the theoretical framework of the topic, organized into several chapters: the history of Monsanto, cartography as a chronological line, and maps that define various aspects of the Park. Volume II focuses on the development of an individual project located in Algés, on the western bank of the Tagus River, addressing the territorial discontinuity present in this area. In particular, it examines the impact of the construction of the Lisbon Regional Inner Ring Road, which creates a physical and visual barrier between the consolidated urban fabric of Algés and the Monsanto Forest Park. To contextualize this issue, a historical analysis was carried out to understand the evolution of the territory and urban fabric from its origins to the current configuration, shaped by metropolitan expansion and infrastructure development. This analysis forms the basis of the proposed intervention, revealing the factors that have contributed to the existing fragmentation. The proposal is based on the reading of topography as a key factor, aiming to respond to the pronounced variations in elevation that characterize this territory. The intervention is developed through interconnected volumes, creating pathways and public spaces that reestablish continuity between Algés, Monsanto, and also connect with Restelo. More than overcoming a physical barrier, the project seeks to transform this condition into an opportunity, establishing a new relationship between the city and the natural landscape.
