Cooperação Sul-Sul, caso da Guiné-Bissau e China: Uma análise da cooperação para o desenvolvimento a partir de investimentos em obras e infraestruturas

Abstract

A presente dissertação aborda as relações políticas, económicas e sociais entre a República da Guiné-Bissau e a República Popular da China, bem como os investimentos deste País Asiático na Guiné-Bissau, nomeadamente na área das Obras e Infraestruturas. A pesquisa mostra que as relações diplomáticas entre a República Popular da China e Guiné-Bissau remontam aos primórdios da época gloriosa da luta armada de Libertação Nacional terminada em 1974, ano em que o País africano logrou a independência. A China e a liderança política do PAIGC tiveram as primeiras aproximações nos anos 1960 e, desde 1975 até a data presente, com exceção do período da suspensão da sua relação diplomática entre 1990 e 1998, as áreas de cooperação com a República Popular da China, concentraram-se na construção de infraestruturas, reforços de capacidades institucionais, apoios financeiros, concertação política no quadro Bilateral bem como Organismos Internacionais. Ainda neste trabalho, discutiram-se as questões ligadas à interrupção das relações políticas entre guineenses e chineses. Fez-se igualmente uma análise sobre a política chinesa em relação a Guiné- Bissau e os interesses em jogo. O objetivo geral desta dissertação é procurar conhecer o estado da Cooperação bilateral entre a Guiné-Bissau e China e identificar os seus impactos. O objetivo específico consiste em compreender as razões pelas quais esta relação tem se fortalecido mais no sector das Obras e Infraestruturas. Esta dissertação procura fazer um balanço daquilo tem sido a cooperação bilateral entre guineenses e chineses, compreender quais os maiores desafios dessa Cooperação sino- guineense e analisar os impactos da cooperação chinesa no sector de infraestruturas para o desenvolvimento económico da Guiné-Bissau. Por último, a pesquisa demonstra a forma como as relações mantidas entre a Guiné-Bissau e China se têm ampliado e implementado dinâmicas importantes para o desenvolvimento do País.

This dissertation addresses the political, economic, and social relations between the Republic of Guinea-Bissau and the People's Republic of China, as well as the investments of this Asian Country in Guinea-Bissau, namely Works and Infrastructure. The research shows that diplomatic relations between the People's Republic of China and Guinea-Bissau date back to the early days of the armed struggle, for conducting to the National Liberation in 1974, the year in which the African country achieved independence. China and the political leadership of the PAIGC had the first approaches in the 1960s. However, from 1975 to the present date, except for the period of suspension of diplomatic relations between 1990 and 1998, the areas of cooperation with the People's Republic of China are mainly concentrated in the construction of infrastructures, institutional capacity building, financial support, political consultation in the bilateral framework and international organizations. Still in this work, we discussed the issues related to the interruption of political relations between the Guineans and the Chinese. An analysis was also made of the Chinese policy towards Guinea-Bissau and the interests at stake. The general objective of this dissertation is to understand the state of bilateral cooperation between Guinea-Bissau and China and consequently identify its impacts. The specific objective is to understand the reasons why this relationship has strengthened more in the Works and Infrastructure sector. This dissertation seeks to take stock that what has been the bilateral cooperation between Guinea-Bissau and China, understand what the biggest challenges of this Sino- Guinean cooperation are, and analyze the impacts of Chinese cooperation in the infrastructure sector for the economic development of Guinea-Bissau. Finally, the research demonstrates how the relationships between Guinea-Bissau and China have been expanding and gaining important dynamics for the development of the African country.
