O papel da cooperação técnica no processo de capacitação do sector de microfinanças: Uganda como estudo de caso

Abstract

A essência da cooperação técnica, em meu entender, consiste na conjunção de competências e recursos complementares das organizações e instituições envolvidas para, com base nos pontos fortes de cada parceiro, abordar problemas complexos associados ao processo de desenvolvimento - que, no caso do Uganda, não poderiam ser resolvidos de forma isolada. Com efeito, em 1986, após o fim do longo conflito armado que destruiu as infra-estruturas do país, o novo Governo viu-se confrontado com as complexas tarefas da reconstrução da economia e da sociedade, da reforma constitucional e da reconciliação política para as quais não possuía quer a capacidade financeira quer os recursos humanos para as resolver. Foi neste cenário que partiu à procura de apoios da comunidade internacional para a sua concretização. Para alcançar este objectivo, o Governo, através do apoio de instituições como o BM (Banco Mundial), o FMI (Fundo Monetário Internacional) e outros doadores, aprovou e introduziu uma série de estratégias, entre as quais as microfinanças, cuja implementação requeria a assistência técnica disponibilizada pelas agências doadoras internacionais bilaterais e multilaterais. Neste sentido, o objectivo desta dissertação é investigar o papel da cooperação técnica no processo de capacitação do sector de microfinanças no Uganda, tentando compreender as razões subjacentes a este processo tomando, como ponto de partida, as abordagens de reconstrução pós-conflito e os instrumentos por elas utilizados, onde se incluem a cooperação técnica e a capacitação. O assumir desta perspectiva não é despicienda, ou seja, sob o meu ponto de vista, não é possível analisar e compreender o papel da cooperação técnica naquele processo sem antes compreender o papel que a mesma teve, no seu sentido mais abrangente, na enorme tarefa de reconstrução do Estado e da economia do Uganda. Este trabalho permitiu concluir que a cooperação técnica desempenhou um papel de extrema importância quer na implementação quer na consolidação da indústria de microfinanças no Uganda.

The heart of technical cooperation, I believe, consists in the combination of resources and expertise from the organizations and institutions involved, acting in complementary ways issued on the strengths of each partner so as to address the complex problems associated with the development process – that otherwise in the case of Uganda, could not be solved in an isolated manner. Indeed, after the long armed conflict that destroyed the main infrastructure of the country ended in 1986, the new Government was faced with the complex multitask of reconstructing economy and society’s frame, of a constitutional reform and a political reconciliation for none of which it had either the proper capacity, either the financial and human resources needed to address. Given this scenario, it urged the support from the international community for its attaining. In order to achieve this, the Government - through the support of institutions like the WB (World Bank), IMF (International Monetary Fund) and other donors - approved and adopted a set of strategies, among which microfinance, whose implementation required the help of the technical assistance made available by the bilateral and multilateral international donor agencies. In this sense, the purpose of this dissertation is to investigate the role of technical cooperation in capacity building for the microfinance sector in Uganda, understanding the underlying reasons and taking as a starting point the post-conflict reconstruction approaches and the chosen set of tools which included technical cooperation and capacity building. This particular perspective is not unimportant, since from my point of view it is not possible to analyze and understand the role of technical cooperation in this process without first understanding the role it had in its broadest sense, the enormous task of reconstructing the State and the economy of Uganda. This study concludes that technical cooperation has played an extremely important role in the implementation as well as the consolidation of the microfinance industry in Uganda.
