Núcleos de produção e transformação alimentar: O caso do Barreiro

Abstract

A presente dissertação promove uma análise do sistema alimentar no Barreiro, um município de forte cariz industrial da Área Metropolitana de Lisboa com importantes ligações aos sectores de produção e transformação de bens alimentares, com o objetivo de propor uma proposta de intervenção que vise melhorar o atual funcionamento do sistema alimentar deste município. A análise do funcionamento do atual sistema alimentar no concelho do Barreiro é realizada em paralelo com a identificação das problemáticas que lhe estão associadas. Assim é possível identificar: i) de que forma é que a produção e a transformação alimentar estão presentes no concelho; ii) qual a necessidade de redução dos custos ambientais associados às distâncias percorridas pelos bens alimentares e à preservação dos mesmos nos seus diferentes percursos, quer sejam para distribuição comercial, consumo ou para fins de transformações, e iii) qual o sistema de tratamento de resíduos alimentares ativo no Barreio, que à semelhança das outras fases do sistema alimentar no concelho, se encontra dependente de regiões e recursos exteriores. O último objetivo desta dissertação é estabelecer uma estratégia de intervenção no concelho que vise melhorar o funcionamento do seu atual sistema alimentar, tendo como base as projeções para o Barreiro de alterações climáticas, como consequência do aquecimento global. A metodologia utilizada pela presente investigação é suportada por uma análise comparativa das características qualitativas e quantitativas das diferentes tipologias associadas ao sistema alimentar identificadas no concelho. Pretende-se valorizar a estrutura ecológica municipal e rentabilizar espaços classificados como vazios ou devolutos. O Projeto Final de Arquitetura é constituído por uma proposta de um núcleo de produção, transformação e consumo alimentar, segundo uma estratégia de intervenção que tenha em conta a especificidade das circunstâncias. A proposta tem como base conceitos como a produção hidropónica, a economia circular, os CPUL’s e a rentabilização dos espaços livres residuais.

The present dissertation promotes an analysis of the food system in Barreiro, a municipality with a strong industrial character in the Lisbon Metropolitan Area with important links to the production and transformation sectors of food goods, with the objective to propose an intervention proposal that aims to improve the current functioning of the food system of this municipality. The analyses of the functioning of the current food system in the Barreiro municipality is made in parallel with the identification of the problematics that are associated with it. Thus, it is possible to identify: i) in what way is the food production and transformation are presents in the municipality; ii) what is the necessity of environmental cost reduction associated to the distances travelled and the preservation of the food goods in the different paths travelled, being a path for commercial distribution, consumption or for the transformation, and iii) what is the treatment of food waste that takes place in Barreiro today, that like the other phases of the food system in the municipality, is dependent of foreign regions and resources. The final goal of this dissertation is to develop a strategy of intervention in the municipality that aims to improve the functioning of the current food system, based on the projections of climate change for Barreiro, due to global warming. The methodology used by the current research is supported by a comparative analysis of the qualitative and quantitative characteristics of the different typologies associated with the food system identified in the municipality. It is intended to enhance the municipal ecological structure and to seek the opportunities of the spaces classified as empty or vacant. The Final Project of Architecture consists of a proposal of a production, transformation, and consumption hub, according to an intervention strategy that relates to the specificity of the context. The proposal is based on concepts such as the hydroponics, the circular economy, the CPUL's and to maximize the opportunities of the free residual spaces.
