Cooperação internacional: a cooperação sino-angolana e as repercussões económicas e sociais geradas na zona envolvente do caminho-de-ferro de Benguela

Abstract

Após três décadas de guerra civil Angola tem as suas infra-estruturas económicas obsoletas, degradadas e uma situação humanitária crítica. Em 2004 celebrou acordos de cooperação com a China para recuperação de infra-estruturas, incluindo o Caminho-de-Ferro de Benguela. Este estudo pretende averiguar o impacto da recuperação da importante linha ferroviária do planalto central de Angola no relançamento e desenvolvimento económico e humano da zona envolvente. A problemática foi resolvida recorrendo aos métodos: descritivo na caracterização do estado actual da situação económica e humana; histórico no seguimento da evolução da cooperação para o desenvolvimento e suas projecções; e compreensivo na reflexão das relações China/Angola, suas necessidades presentes e efeitos futuros. Na base do relacionamento Sino-Angolano estão os suprimentos de petróleo negociados em condições favoráveis à China. A ideia chinesa de cooperação e desenvolvimento é significativamente diferente da ocidental: persegue o suprimento de matérias-primas e energia. Em Angola o investimento chinês está espartilhado em projectos de baixo valor médio que anunciam estratégias de pequeno risco e transitoriedade. O PIB de Angola sobe, mas os indicadores sociais manifestam imobilismo: rendimentos pouco ou mal distribuídos comprometem as metas dos ODM de 2015. A percepção do estudo aponta para retracção no mercado angolano, auto-suficiência chinesa, dificuldades de aprovisionamento de materiais e captação de financiamento; decisões concertadas dos investimentos da China na África Austral e necessidade de afirmação do Governo central de Angola sobre a realidade regional. Embora tenham subido os níveis de segurança física e psicológica na envolvente do CFB, a morosidade dos trabalhos impediu a dinâmica económica. A redução da pobreza é uma intenção.

After three decades of civil war Angola has its economic infrastructures obsolete, degraded and a critical humanitarian situation. In 2004 it celebrated agreements of co-operation with China for infrastructure recovery, including the Benguela Railway. This study intends to inquire the recovery’s impact of the important railroad line of central plateau of Angola in relaunching and economic and human development of the involving zone. The problematic was decided appealing to the methods: description in the characterisation of the current state of the economic and human situation; description in the pursuing of the evolution of the co-operation for the development and its projections; and comprehensive in reflection of the relations China/Angola, its future necessities and effects. In the base of the relationship Sino-Angolan they are the oil supplements negotiated in conditions favourable to the China. The Chinese idea of co-operation and development is significantly different of the West: it pursues the raw material supplement and energy. In Angola the Chinese investment is divided in projects of low average value that announce strategies of small risk and transitory. The GDP of Angola goes up, but the social pointers reveal immobilised: incomes little or badly distributed compromise the goals of the 2015’s MDG. The perception of the study points to retraction of the Angolan market, Chinese self-sufficiency, difficulties of provision of materials and captation of financing; mild decisions of the investment of China in Austral Africa and necessity of affirmation of the central Government of Angola on the regional reality. Although the levels of physical and psychological security in the involving one of the CFB have gone up, the delayed of the works hindered the economic dynamics. The reduction of the poverty is an intention.
