1976-1980: o realinhamento político-diplomático de Portugal com as Nações Unidas

Abstract

Portugal encontra-se no início do século XXI como membro de pleno direito da Organização das Nações Unidas. A eleição de um português - António Guterres -, em 2016, para o cargo de Secretário-Geral da ONU foi não só o ponto alto da diplomacia portuguesa, como também o auge da relação entre Portugal e esta organização. Contudo, esta condição nem sempre se verificou. Durante o Estado Novo, a divergência entre o reconhecimento internacional dos movimentos de descolonização - apoiado pela ONU - e a insistência portuguesa em manter o seu Império Colonial, resultou no agravamento da relação entre Portugal e as Nações Unidas. Consequentemente, após a queda do regime ditatorial, a 25 de Abril de 1974, o "novo" Portugal democrático viu-se obrigado a redefinir toda a sua política interna e externa de forma a inverter as dinâmicas herdadas do regime anterior - especialmente na ONU. Apesar do seu relacionamento com esta organização estar bastante comprometido - embora nunca tivesse sido quebrado formalmente - Portugal desenvolveu um conjunto de medidas político-diplomáticas que lhe permitiram o realinhamento com as Nações Unidas. Porém, a ausência de trabalhos científicos referentes ao modo como Portugal realizou este realinhamento internacional - particularmente entre 1976 e 1980 - deixou no desconhecimento este momento histórico da diplomacia portuguesa. Assim, dada esta lacuna e estando estas mesmas medidas na base da renovação da imagem e na recuperação do posicionamento português no sistema internacional - particularmente na ONU -, esta dissertação propõe-se a demonstrar a forma como Portugal reconquistou a sua condição plena nesta organização.

Portugal is at the beginning of the 21st century as a full member of the United Nations. The election of a Portuguese - António Guterres - in 2016 to the position of Secretary General of the UN was not only the high point of Portuguese diplomacy, but also the peak of the relationship between Portugal and this organization. However, this condition did not always occur. During Estado Novo, the divergence between the international recognition of the decolonization movements - supported by the UN - and the Portuguese insistence on maintaining its Colonial Empire, resulted in the worsening of the relationship between Portugal and the United Nations. Consequently, after the fall of the dictatorship regime, on 25 April 1974, the "new" democratic Portugal was obliged to redefine all its internal and external policies in order to reverse the inherited dynamics of the previous regime - especially in the UN. Although his relationship with this organization was quite compromised - although it had never been formally broken - Portugal developed a set of political and diplomatic measures that allowed it to be realigned with the United Nations. However, the lack of scientific work regarding the way in which Portugal carried out this international realignment - particularly between 1976 and 1980 - left this historical moment of Portuguese diplomacy in disrepute. Thus, given this gap and these same measures being the basis of the renewal of the image and the recovery of the Portuguese position in the international system - particularly in the UN -, this dissertation proposes to demonstrate how Portugal regained its full status in this organization
