Abstract

A modernização da Administração Pública é um tema emergente da crise que se verificou no Estado Social. A Revolução Industrial, nos séculos XVII e XVIII, contribuiu para o desenvolvimento da sociedade em geral, consubstanciou um conjunto de mudanças tecnológicas, que ao mesmo tempo acompanharam o acumular de riqueza e a alteração ao modo de vida das populações. Hoje na Europa, debate-se a crise do Estado-Providência. A insuficiência de suporte financeiro por parte dos Governos, para fazer face a todos os benefícios instituídos, fez emergir a necessidade de se debater o papel do Estado. Saber se o Estado deve ou não manter as mesmas funções é a questão que se tem colocado ao longo de algumas décadas As transformações mais evidentes são as ocorridas na forma como a economia permeabilizou as relações com a Administração Pública. As tecnologias da informação, permitiram ultrapassar fronteiras, o tempo ganhou uma dimensão diferente. Todas estas vertentes contribuíram para que as Administrações Públicas se debatam com este desafio. O Algoritmo desenvolvido neste projecto teve em consideração que o papel do Estado se deve adaptar à modernidade e à melhor distribuição dos seus recursos. Este Projecto preocupou-se com a prestação de contas “accountability”, relacionando-a com outros aspectos também muito importantes, tais como, a comodidade do cidadão na forma de obtenção de um esclarecimento, rapidez na sua obtenção, fiabilidade da informação e custos dessa informação. A solução proposta propicia ao mesmo tempo uma relação dinâmica entre o cidadão e a Administração, neste caso a Administração Fiscal.

The modernization of the Public Administration is an emerging subject of the crisis that was verified in the Welfare-State. The Industrial Revolution, during in the XVII and XVIII centuries, has contributed to the development of the society in general, has made a whole technologic changes which at the same time have accompanied the accumulate of wealth and change to the ways population live. Nowadays in Europe the crises in the Welfare-State in under debate. The lack of financial support by the Governments to face all the assumed benefits has emerged the need to debate the role oh the State. To know whether, the state should or not keep the same tasks is the question under discussion over the last couple of decades. The more evident transformations have occurred in the way the economy has promoted permeability the relations with the Public Administration. The technologies of information allow to overcome boundaries time has achieved a different dimension. All these suspects have contributed to the challenge that all the Public Administrations. The Algorithm developed in the Project has take into consideration the role that the State has to adapt to modernity and to a better distribution of the resources. This Project concern was the accountability and related it with other additional major aspects, such as, the facilities to the citizen in the way they obtain an information, celerity in such information, reliability of the information and the cost associated with it. The proposed solution allows at the same time a dynamic relation between the citizen and the Administration, in this case the Tax Administration.
